In a strategic bureaucratic reshuffle that signals the government’s intensified focus on food safety regulation, IAS Rajit Punhani, a seasoned officer of the 1991 Bihar cadre, has taken charge as the Chief Executive Officer (CEO) of the Food Safety and Standards Authority of India (FSSAI) effective September 1, 2025.

The Appointments Committee of the Cabinet (ACC), headed by Prime Minister Narendra Modi, approved Punhani’s appointment in August 2025, as part of a major top-level bureaucratic reshuffle. His appointment comes at a critical juncture as the food regulatory authority navigates evolving industry demands and strengthens compliance frameworks across India’s vast restaurant and food service ecosystem.

Punhani succeeds Ganji Kamala V. Rao upon his retirement on August 31, 2025, bringing over three decades of administrative experience across the Centre, states and international platforms, with a proven record of leading reforms in public policy, finance, social security, taxation, health, energy and governance.

His most recent role as Secretary, Ministry of Skill Development and Entrepreneurship, where he spearheaded efforts to align the skilling ecosystem with industry and global benchmarks, positions him uniquely to bridge the gap between regulatory compliance and industry capability building, a crucial dynamic for restaurant operators navigating FSSAI’s evolving mandates.

The timing of this leadership transition is particularly significant for restaurant industry stakeholders. An Economics (Hons) graduate from St Stephen’s College, Delhi, Punhani has done an MBA in Finance from the Indian Institute of Management, Bangalore, bringing both policy acumen and business understanding to the regulatory helm.

For restaurant leaders and food service experts, Punhani’s appointment signals potential shifts in regulatory approach. His background in skill development and entrepreneurship suggests a more collaborative stance with industry stakeholders, particularly as restaurants grapple with implementing complex food safety protocols while maintaining operational efficiency.

The appointment comes as the food service industry faces mounting pressure to comply with enhanced labelling requirements, stricter hygiene protocols, and emerging regulations around processed foods. Restaurant chains, in particular, are watching closely for policy directions that could impact their supply chain strategies and operational frameworks.

The intersection of food safety regulation and business sustainability remains a critical challenge, and Punhani’s multifaceted background suggests potential for more nuanced policy solutions.

The restaurant industry’s relationship with FSSAI under Punhani’s leadership will likely set the tone for regulatory compliance strategies well into the next decade, making this appointment a development worth close industry attention.
